Storm duration is 12 seconds
Hits one target every 0.35 seconds
Can Hit each enemy only once every 0.5 seconds
Drenched enemies receive 25% more Freeze buildup
Drenched enemies have 50% more chance to be Shocked
Drenched lingers for 2 second duration
Limit 1 Thunderstorm
